Numbered answers are in response to the candidate survey questions on the facing page. Many judicial candidates declined to answer these, saying that ethics did not allow them to. Personal profiles, following the survey answers, are condensed from material supplied by the candidates.
Court of Appeals, 8th District
Sandy Berger, in addition to being a judge and lawyer, is a securities dealer and real estate broker. He has been a judge in the Court of Appeals since 1988.
Ann Mannen has been a judicial referee in the Cuyahoga County Common Pleas Court since 1989. She is endorsed by the United Auto Workers and the Cuyahoga County Democratic Party, among others.

Carolyn B. Friedland

5. Can't really be out front. However I have been involved (indirectly through contributions) in Oregon and Colorado.
Friedland is seeking re-election to her seat on the Cuyahoga County Court of Common Pleas. In her first term, she was one of several judges chosen to form an advisory board to assist the court's administrative judge. She was President of WomenSpace from 1988-1989 and served on the Board of Directors of the Western reserve AIDS Foundation from '88-'90.
Stuart A. Friedman has been a judge in the Cuyahoga Court of Common Pleas since 1987. Prior to that, he was the assistant director of law for the City of Cleveland. "I firmly believe that everyone has a right to be treated with both dignity and respect, and to receive fair consideration by the courts."
Off the bench, he demonstrates his support for equal rights by supporting the Human Rights Campaign Fund and by attending such events as the annual Stonewall Cleveland dinners.
Timothy E. McMonagle has been a judge in the Cuyahoga County Court of Common Pleas since 1983. He is a faculty member of the Ohio Judicial College where he teaches continuing legal education courses to Ohio judges.
Kathleen Ann Sutula has been endorsed or recommended by the Plain Dealer, the AFL-CIO Federation of Labor, the United Auto Workers, and the Cuyahoga Women's Political Caucus. She has served the Court of Common Pleas since her appointment in February of 1991. She is a 1976 graduate of Cleveland-Marshall College of Law.

3. Yes. I simply do not believe anyone should be discriminated against in employment except in those extremely rare situations when a bona fide occupational qualifi-
cation exists.
4. Support, yes. I have some concerns about programs which single out any group, of persons who are subject to discrimination because I believe that can encourge prejudice and bias by those outside the group which the program is intended to help.
5. To the extent the judicial canons of ethics would allow participation by an elected judge. On a personal basis, I oppose any such
program.
Court of Common Pleas, Juvenile Division
Eileen Anna Gallagher 1. Yes

4. Yes and that is an area in which I have particular plans if elected to the Juvenile Court bench. I would like to institute a support group for lesbian and gay delinquents through the court and have so advised other publications.
5. Yes
Gallagher has been a probation officer in the Cuyahoga County Court of Common Pleas for 15 years, putting herself throgh Cleveland Marshall College of Law during that time. She believes that the Juvenile Court has failed to meet the challenges that exist there and has failed to develop and utilize innovative programs to detour children from becoming hardened, adult criminals. Gallagher is a lifelong resident of Cuyahoga County and currently makes her home in Lakewood.
